Preheat oven to 350. Sift together flour, salt, banking soda - set aside.
Cream together butter, peanut butter, and sugars until fluffy. Beat in egg, vanilla and milk. Add the flour mixture and mix well. Shape into 40 balls and put into ungreased mini muffin pans.
Bake for 10 minutes. Remove pans from oven and immediately press one peanut butter cup into the centre of each cookie. The heat will melt the peanut butter cup. Allow to cool and carefully remove from muffin tin!
